This person receives written Chinese questions, consults a detailed rule book (written in their native language) to manipulate the symbols, and then produces Chinese answers.
From an outside perspective, it appears as though the room "understands" Chinese. However, the person inside merely follows rules and has no actual comprehension of the language being used. This is the core of the argument: behavior that mimics understanding doesn't necessarily equate to genuine understanding.
Searle introduced the Chinese Room in his 1980 paper "Minds, Brains, and Programs."
